The two files may be

scenery\world\Global\3D_Light_NEW_DDN_1_5.BGL and 

scenery\world\Global\3D_Light_NEW_SDN4.BGL

It was a fix a very long time ago, I don't know if it still current.

Previously I've tried deleting every Effect file with "street" in its name in the main Effect directory, it was probably about 15 to 20 files, but it made no difference either!

Well, the solution above...worked!

Deleting the 2 files got rid of the "great balls of fire" in the scenery, I had a situation where they would populate even inside the airport, but then they're gone.

Now, there seems to be something broken within Orbx Lights. I tried turning it ON again using the Orbx Lights utility and the 2 files were put back, on the contrary turning OFF the lights won't get rid of them automatically.
