I have just installed DX10 fixer with clouds. Could not get the cloud shadow to work ran the diagnostics and it came with 

WARNING! HIGHMEMFIX IS NOT IN FSX,CFG

May cause out of memory errors or graphic corruptions

Where do I fine High mem fix or where do I get it?

Just add this "HighMemFix=1" without quotation marks into FSX cfg [graphics]

That’s correct.

The dx10 controller has its own fsx.cfg editor which you can use from the top menu which will do this for you if you tick the right option.
