I am finding that I am constantly steep or late approaches because of late TOD's. Is there a way to fool the system into giving me an earlier descent or can you request descend now?

The best thing to do is to adjust your Descent rate.  Make it lower to get an earlier TOD.  For most airliners, 1500-1800 works, but you can make it even lower if you are feeling rushed on the descent.

Also, as you descend, be sure to maintain at or below the planned groundspeed.  Going faster will also affect your ability to get down.
