FSX-MS Aircraft Circling on Ground

On startup on ground, aircraft circles clockwise on ground.

What aircraft...default, 3rd party freeware, or payware??  Sounds like full rudder in one direction or differential braking on one wheel.

All aircraft, even default, but ONLY on startup.

Also, when pressing Y for Slew, all aircraft rotate rapidly clockwise.

Do you have your parking brake set before starting any engines?  Normally on multi-engine aircraft, the left engine starts first and will cause clockwise rotation if no brakes are set.

Have a look in the controller settings as see what is assigned to the Skew rotate commands  - is there an axis listed in addition to the default numpad 1 and 3?

After I installed a set of TFRP rudder pedals, when ever I entered skew the plane used to shoot off at about mach 6. Turns out that one of the pedal axes was assigned to a skew command in addition to my joystick. I reset that and everything's fine again. The control drop down lists both the pedals and my HOTAS X stick - I had to make sure I was selecting the pedals and not alter the setup for the joystick which I can and do use for skewing the plane.
