Probably, although the notion of them referring to it as 'having technology' as though it is some super-secret NASA computer system they have, is hilarious. What they are talking about, is Batch Action processing in Photoshop: To do that, you'd open up one image texture with a cloud on it Photoshop, then you'd start recording an Action in Photoshop (an Action in Photoshop is a 'macro', sequence of key presses, menu selections etc, which can all be saved as a 'one click' command). For this kind of task, you would need an Action which uses Select Via Color Range, to make a limited selection of white areas on the image, then you would use Color Replacement, to replace these with a good average colour you had pulled from the background with the eye dropper tool, then you'd have your Action save the file and close it. Easy. Having recorded such an Action, you'd then use it to do a Batch Action process on all your other images, which is basically where you point your Action at a folder full of images and set it off going so it plows through them all one after the next, then you go for lunch, and when you get back, it's done automatically, instead of you having to have opened every image and done it manually. Although the average Photoshop user probably does not know you can do this kind of thing easily in Photoshop, it's not exactly rocket science, but it is a big time saver.
