Will it ever be possible to fly under bridges in FS 2020?

You can fly under some. Not sure was determines it.

You can fly under bridges that have been custom built as a model, i.e. are not photogrammetry and have their collision settings properly set.  I wouldnt be surprised to see world bridge scenery packs become a thing in the future.
