photogrammetry grayed out?

I just noticed that the photogrammetry option under "data" is grayed out.  Does that mean it is disabled and unable to be activated or that it is enabled and unable to be deactivated?

I believe it is linked to the setting above it re using Bing data. If that is disabled  photogrammetry is grayed out. When I enabled Bing, photogrammetry became available.

Thanks, I'll take a look at that.

It will also gray itself out if it detects that your internet connection is too slow, which sometimes happens to me because Centurylink can't maintain steady speeds to save their lives. And it will not, that I've seen anyway, un-gray itself when your connection gets better - you must do that manually after enabling bing data.
