If I load a flight from a .PLN file usually the tank is half full, sometimes loading the same flight from the same .PLN file there is 0 gallons. ah ... that must be annoying of course in real life that is preferable to having too much fuel on board. if your empty you can top it up, However if you are over take-off weight for passenger/load and density altitude you have to either lose some luggage/passengers or drain some of the fuel back out or wait till the OAT drops enough to reduce the density altitude. None are optimal solutions.
