Mine still do.

Hover mouse pointer over the screen. Right alt key click.

I know the procedure, it doesnt work, I don,t get the + sign when I hover over it.  None of the aircraft.

It works fine here... maybe mod conflict?

Mods and default aircraft don't work.  Is there somewhere in one of the cfg files I can play with?

Make sure you're using the right atl key and not the left. That's how it's set up to work 

Check your control configurations, there's an item for it under Keyboard / Miscellaneous called "New UI Window Mode".  Make sure that's not been unbound for some reason.
