I don`t have checked the option "Ignore Airway Altitude Restrictiions" but the ATC are ignoring all altitude restrictions of the fligt plan and tell me to climb to the cruise altitude all time when i try to descend to the designed restriction altitude of the flight plan .

With that option unchecked, you should get a warning during filing of the plan that your plan violates some airway altitude restrictions.  It is up to you to correct the plan and refile.

After that, ATC ignores the airway altitudes because it has "accepted" the plan.  You won't get any verbal warnings or altitude changes en-route.
