There are programs out there that allow you to bring 2D windows into the VR environment.  Find one that works with your environment and you should be able to see and work with P2A in VR.

I use STEAM VR and have had luck with OVR_Drop, but there are others out there for various different environments.

I have mixed results with MoveVR free plugin. Pilot2ATC needs to be in Windows focus to render.

Oculus has a "built in" support for desktop. You can pull a window from your desktop into your vr so you can see it clear and at a high quality in your cockpit.

Problem is, it's not a full interaction.. You can see it but you cannot click or interact with it while you're in vr.

Also, keep in mind that only the main screen (no pop ups / child-windows) can be pulled into vr.

Navigraph supports Avitab with a really nice interface to see charts with location tracking.  The icon is called Airports in a recent update.  All the sids, stars, approaches and all the airport details

With Reverb G2 (Windows Mixed Reality) you can bring the entire desktop to VR, but the way of handling this is not perfect. But it works.
