OP posts a question but then dismisses all the help and suggestions - why bother pfft

Because all that advice has been tested before.

There are some settings that are just not worth having on Ultra.  There's almost no visual difference but they're computing thousands of extra cycles in the background.  Check out some "MSFS settings comparisons" videos on YouTube.

Precisely why I don't use the ultra preset. I'd rather have smooth fluid flight @ 60 fps vs trying to max everything out just to say I'm running ultra when the visual difference is so miniscule

Sounds to me like you just need to turn some stuff down a bit to be honest. And if you choose carefully, it probably won't even be that noticeable when you do.

I just tested using High and Medium preset but with clouds set to ultra and it didn't make any difference. FPS steady @ 30FPS but stuttering.

Try messing with how the sim/GPU handles antialiasing; one might be better than the other.

Have you try another driver for your GPU? 457.30 is the most stable I have tried so far.
