How to eliminate two big sources of remaining stutters.

Did you read the post I was replying to?

"With this fix installed, does the dev mode still need to be turned on/off?"

It makes no difference whether dev mode is on or off for this mod (ATC stuttering fix). As for the supposed fix to turn on / off Dev mode, I can't see any difference and if it were true, it would be a bug. I haven't seen this bug reported by anyone until now.

Now that's a new one to me.  The 'stuttering' I'm talking about that was a microstutter of video, not audio.  Never had any stuttering in the ATC speech, just video and for reasons I can't explain this did improve w/ the ATC Stuttering Fix.

I know Fuzzy but it would be easy, especially since the poster you were responding to may not have read the fine print on BOTH sources of stuttering and may have assumed the Dev Mode toggle wasn't needed when using the ATC stuttering fix.
