Washington was a flame thrower for FPS in my version of that.  I swapped it out for another purchase.  T.E. Florida is now utter smooth animation, that pretty much stays at (hovering) at my locked 33 FPS using nVidia driver Mask.

So, if you tell me that BlueSky ran well FPS lubricated in v4.5...I know without doubt it will ride beautifully on my system + current P3D.

I had no issues as far as FPS goes .
