Help

And click sync simulator. 

This should rearrange the ORBX scenery and solve this .

Well, I made an assumption based on a quick test in my above post. It turns out that only part of the problem was solved. In the San Diego through about mid-California, the ocean is still overlain by land textures. I have run verify files and sync simulator several times both of which completed successfully. I thought it may be an issue with the 'Layer=x' command in scenery.cfg, so I have told Lorby's Add-On Organizer not to auto-layer and remove the Layer command. I have tried running P3D immediately after both both the verify files and sync simulator without success (without Lorby). I have uploaded my scenery.cfg (found in C:\ProgramData\Lockheed Martin\Prepar3D v5) as well as my add-ons.cfg and terrain.cfg  to Dropbox (https://www.dropbox.com/s/rfwo9vrymw4tv2k/Prepar3D v5.zip?dl=0) to see if anybody can see an issue there. All files were run immediately after using ORBX Central without using Lorby's tool.

Rename your terrain.cfg to terrain.cfg.off.
Also make copies of your scenery.cfg and add-ons.cfg files.

In Lorby Add-on Organizer reactivate auto-layering and delete the very bottom entry as it is blank.
Reactivate the mandatory default scenery 0502 Base, 0503 Base, 0504 Base 0505 Base.
Save and close.

Open Orbx Central. Under Settings --> Simulator --> Insertion Point, ensure that 'Orbx Airports and Regions' are inserted below any third party airport or city scenery that you have.
(Personally, I don't like having Orbx stuff added outside the P3D directory via .xml method. It may have been improved, but I used to have serious problems with scenery ordering).

In the 'Orbx Global openLC' dropdown, the insertion point is just above the default P3D scenery, but below your Mexican and MSE photoreal products.

Go to each of your FTX Regions, TrueEarth areas, the US libraries and Orbx libraries, click the 'Verify Files' button on all of them.
Close Central.

Fingers crossed.
Failing that, open another thread over on Orbx forums and tag Doug Sawatzky and Nick Cooper, attaching your scenery.cfg, terrain.cfg and both add-ons.cfg files.

Just did all of the above and I can now see the ocean. I just slewed from KLAX to KMRY and saw the ocean the entire way!
