I cannot import any scripts?

In AAO, I first Disconnect AAO from the sim.

Then when I go to Scripting, Import Scripts, and click on any AAO script .xml file on the internet, then AAO reports: Import Failed. Configuration System Failed to Initialize. Therefore I cannot use any of these scripts in users' AAO .xml script file.

What am I probably doing wrong?

That is a Windows / .Net error message. They started appearing in mid 21 for a variety of .Net apps, but nobody seems to know what the cause is. Did something change on your computer recently? 

Try deleting the Windows user config files for AAO: shut down the app, remove the entire folder named "C:\Users\...\AppData\Local\LWR", start AAO again.
