PC SPECS:

I7-10700K @ 4.8 GHZ
MSI Z-490 Gaming
32 GB 3600 CL16
MSI X TRIO 3080TI
All M2 SSD

Already decreased some sliders to high.
Render Scaling 100 procent.

At the gate at Aerosoft Dusseldorf with Simple traffic around 25FPS (See screenshot)
Is this normal or is there an issue with my system.

yes and no. It looks to me like DusselDorf is not very optimized and you get CPU bottleneck here more than you should. You can see your GPU is only 41% usage which means the CPU can't keep up enough to drive the GPU.  If you get the same FPS in other area, I would think it would be possible that your issue is with your system. Make sure you don't have AIG mod messing with your FPS also.

If it is 4K yes that is about right.

At 1080 it is not. Try different resolutions.

This as on the end of a flight form EBBR to EDDL.

If I restart the sim on the same location where I ended the sim it's 40+ FPS...
What is going on...

This is a known bug that has been plaguing MSFS since SU5. There have been attempt to fix in SU10 Beta but it's not 100% resolve.
