It does. However, because of the way handles the traffic injector and AI traffic, it results in many go arounds and removal from the sim. If you check, they did indeed arrive as expected but MSFS doesn't properly reflect it. Of course, this is true at all airports. Asobo need to get the AI system figured out.

That is true!  I utilize the static aircraft option and lower the active traffic to avoid some of the silly AI behavior.  This at least gives you a populated airport....great feature.
