at what settings? what monitor resolution?

No useful info in your post.

I just moved over to a 3060 ti and getting around 30-50 fps at high settings, including high glass cockpit refresh rate.

The first thing I would do is to lower settings.

I too have poor FPS and bad stuttering soon after the SU12 update. Can't figure out what is causing this, but I sure will try deleting the Rolling cache. Have tried DX12 and chaging some settings with no success.

Is it possible to roll back to the previous SU update?

No you can't roll back it could be anything in your community folder conflicting w/ changes coming from the update so best tact is to be patient and follow various ideas that come out of this and related threads.  It will settle out so again, patience is called for as it could be a number of things.
