Stutters in 2020

I did two flights yesterday in the PMDG 737-700 on MSFS 2020 using VATSIM and ActiveSky, one over the Rockies from Montana to Wyoming and one from Honolulu to Lihue. The flight over the Rockies was a stutter fest and the flight over the ocean did not have a single stutter. I am starting to wonder if it is tied to data downloading for scenery tiles, I wonder if 24H2 changed how it delivers data to MSFS. One other thing that I have noticed is that I have a super smooth takeoff and landing, stutters seem to be bad at >4000'. Prior to both of these flights I removed my overclock to see if that had anything to do with it. Prior to the removal with RyzenMater, the max temps I saw was 72*C after the removal it was 61*C so I don't think it had anything to do with the OC. 

 

I am debating on re-installing Win 10 since I have seen that people are also starting to see the same issues with the stuttering on 23H2.

WOW! Did I ever have INCREDIBLE stutters yesterday (Sunday night) when I tried to fly from the Princess Juliana airport.  There must have been thousands of people flying during that time because I had to shut it down.  I guess that's the problem when you depend on internet connectivity.  I have a fast connection always (1 GIG) and I usually never have problems like I did last night.
