What are the minimum controls needed to fly a tail-dragged like a DC-3?  I’m interested specifically in taxiing and ground control.

i have a Logitech (Saitek) X52 control system and it has no capability for directional braking or directional thrust on a multi-engine aircraft like the DC-3.  Rudder control is limited to twisting the joystick without any rudder pedals.  And, of course, rudder authority is limited without airflow over the rudder.

Is it possible to have sufficient ground control to land a DC-3 with this setup?

The minimum controls are a mouse and keyboard. 

I can taxi, take off and land the DC-3 with an Xbox controller.  You'll have no problems with your setup.
