i5, 16 GB ram, GTX 960, FS on SSD, Windows 10 64 bit, home built works anyway.

I'm getting about 26 FPS, which is my locked rate using the FSX .bat fileVC yields about 23 FPSAnyway I still don't know whats up with the clouds hmmmm

I've had this the week before!!! It happened when I changed the Cloud coverage density! I think that when I went from Very high to High I constantly got double clouds too. Setting it to Very high again solved it for me. Don't know (nor think) this is something I can reproduce at will, but maybe your problem is solved too by choosing another Cloud coverage density setting!
