Can anyone tell me if it is possible to change the standard transition level in fs9 from 18,000 ft to 6,000ft as in Europe most counties have the level set at 6,000. :(

AS Fr Bill has advised it isn't. However, Radar Contact v4 does allow you to use different flight levels for Europe and the whole world. Click the link below to read more.
