as a charter operator - could I do this?

I am trying to simulate doing some air charter work.ok, my question is could you do this in the real world...say, take off from W01 in the USA then land into CYLW or 09S to CAD4without having to first fly into an AoE?and where do I find out what airports in CAN are considered AoE?thanksbs

Now my understanding is that you can arrange meeting between yourself (crew and passengers) at "non AOEs". I'm not sure about this statement but I believe it's possible as US offices aren't located on airport in a lot of cases. Don't take my word for it.
You can, it depends on the supervising office. Fees are normally higher than even the user fee airports and the hours of operation are more stringent. You basically give you reason to the supervising office along with the ETA and # onboard. Every time we have done it the supervisor states you are not allowed to offload any persons until the customs (now CBP) inspector arrives. I have scheduled entry inspections at T65 and KDWH without any issues.

interesting... so to "game" this out.. I could say, ...lets see if the inspector is in at xyz non AoE airport and then roll some percentile dice and say 60% chance they are in and if not then I would have to got to an AoE? that would work for a simulation model I think., yes?
