Depends on what you mean by weather add-on. If you mean the looks, then REX is probably the best, but if you mean the depiction of the air mass and how that affects actually flying around, then Active Sky Evolution is probably the best.Personally, I use them both at the same time, with the cloud textures from REX and the weather depiction from ASE.Al

For FS9 with ASE some users prefer to let FSUIPC do wind smoothing and not use DWC in ASE. I believe that is explained in the user manual and some fixes were incorporated in service updates for ASE. For FSX users there were other issues resolved by service packs. It had to do with sudden wind changes as the aircraft fell in range of different or missing weather reporting stations causing sudden large conflicting airspeed changes due to large headwind/tailwind changes. In FS9 there should not be a problem.Some issues were specific to add-on ATC applications like what is in my banner when using DWC global weather modes required in FSX but I believe that has been resolved. It has to do with limitations of the FSX SimConnect interface.
