If I am using FPS Limiter (set to 30 fps) with FSX (FSX set to UNLIMITED), do I need to edit my FSX.cfg file to force VSYNC ON? Thanks for any help...

You don't have to. I keep it off (don't mind trading a bit of tearing for performance).

You can set it with nvidia inspector (if you have a nvidia card..)

You may get wavy scenery effects when you pan around... that is the trade-off.

What you mean by wavy?
The scenery waves as if projected onto a moving curtain.If you do not notice anything - don't worry about it :( If you see it and it bothers you, at least you know the fix..

Vsync, double buffering, triple buffering etc. explained:http://www.anandtech.com/show/2794/2Basically double-buffering and no vsync is the fastest, but can result in "tearing", double buffering with vsync gets rid of the tearing but lowers performance, sometimes significantly. Triple buffering with vsync doesn't impact performance nearly as much, though it does use more memory can can introduce latency which is only really noticeable in "twitch" games like first person shooters. Triple buffering without vsync is pretty pointless.For FS, I use double-buffering and no vsync, because I have not been able to get triple-buffering to work. There are ways to force triple-buffering in a Direct3D game even if it does not support it, but none of them have worked for me with FSX.
