My guess is no. REX is designed around sprite-driven textures for clouds and since XP10 is not sprite-driven but puff-driven, I would assume the files and their uses are very different. REX replaces existing texture files with their own images. If the images in XP9 are the same as XP10, then yes, but due to the difference in WX engine, I would hazard a guess that no, sorry, you will have to wait for a XP10 version of REX.
