Very nice comparison. I know that SM3 by Bojote does some change to water towards better. Did you try that?

DX10 is not compatible with many addons and for me it's causing big fps drop.

VeryBumpy,I recall something about Shader3 mod, that it only benefit ATI users. Please make a copy of Your Sharer folder before applying this mod. In my case (GTX580) water looked worse and I have missed some 5-10% of frames and get back to stock.

I think this FS Water Config program is freeware so I could try this too I guess.http://www.strikingsoftware.com/downloads.shtml#dlfswcI'm surprised no one comments on this. Is it that most run REX and fixes this DX9 issue? Hmmm.

Messed with FS Water Configurator, best I can do is this.jEJButMNWS7xS.jpgDX9 has flattened smoothed out shaders than DX10 and no tweaking seems to fix this. :(
