I made good optimized wxp, pc, RAM, video and switch- on fs through fw "Game Booster"(try it? http://www.iobit.com/download.html). But fps still low. By the way, I installed only fw hight quality scenarios, and haven`t any problems with them. I have quite good fps(25- 30!) in Tolmachevo 2012, with AI, without crashes. All the best!
