No progressive taxi after downloading afcad file?

I downloaded an afcad file for UBBB from the library here, 2 problems. One, I cannot select to takeoff from runway 18. Second, when requesting to taxi, the atc just says "taxi to runway 16" with no progressive taxi instructions. Is there something wrong with the afcad file? It's ubbbfix.zip

Progressive taxi works fine for me, at least from one of the many parking spots.

 

RWY 18 start is OK too.

 

Make sure you do not have duplicate AFD files for this airport and/or try to re-download a fresh version.
