You have to figure out where you are getting lower framerates. What is on the screen when slowdowns occur. That is usually the cause of the problem. If things slow down when flying through clouds, then turn them down (although you have them set reasonable). If you see AI traffic and things slow down, turn that down. AI traffic and clouds are the two biggest framerate killers usually. Try less traffic, and try the FSW cloud textures. Just search FSW in the library. You can "tweak" your system all you want, but if you want better performance, you have to move the graphics sliders around.

I think 25 FPS should be great for you. I find that running the PMDG 737 doesn't really have a negative effect on my framerates compared with other add-on aircraft. It is just a great plane to fly. AMD Barton 2500ATI 9600XT1 meg 3400 RAM

SimFlyers scenery will hammer your frame rates especially if you install the static aircraft and have scenery density set all the way to the right so the airbridges work.Sit at Orlando and reduce scenery density back to normal or dense until the airbridges vanish, frame rate may almost double!Also have you done the autogen mod? Search the forum for it 'cos I can't remember the exact file to rename.As Craig suggested swap the default clouds for the FSW ones and you should be able to set cloud cover to 100%.Best of luck.
