Based on AFM taken from real world (and PMDG FCOMM1 NP.21.69 ) the flow is follow:

 

G/S Intercept:

Landing flaps

Set Missed approach altitude

Do the Landing checklist

 

Per FS2crew flow:

 

Gear down

Flaps 15

Landing checklist

Landing Flaps.

 

So Landing flaps option is available after Landing Checklist is complete, but in real world you have to Set landing flaps and only than perform Landing checklist.

You can do it either way, if the checklist comes before flaps 30 for the flaps call you get "to come" once the flaps ger to flaps 30 the checklist is then complete.

 

Basically you can call it before or after, your choice, keep in mind different airlines have different sop, what is done at one may not be done at the other.
