Ok so I had this trouble even in my Win7 and its still happening... so after I startup and cycle views and reach the 2d cockpit it cuts in to halves or something like that I have a Win8 64bit currently.... please help me....

If I remember rightly (and I'm thinking a long, long while back) all you need to do is drag the top edge with the mouse to the top of your screen. It should then open correctly in the future.

I notice that in the image you posted is displays that you are in the 'spot' view not the cockpit 'view'. That may very well be part or all of your problem.
