<p>It is the outflow valve and on the ground  it should be open. It controls the pressurization of the aircraft. On the ground it reverts to its full open position in order to depressurize the cabin. On take off at around 60 knots it closes and and begins to pressurize the cabin. With normal power it is controlled automatically through the DCPCS. See the DCPCS overhead panel below.</p>
