Capt (that's you) sets the exterior lights most of the time, but not always.

I thought that might be the answer, I guess I'm always in the zone of trying to take it all in because wing lights arnt in brackets with the rest of exterior lights listed, I don't consider them and simply miss them, I've gone from using the AXE co pilot and checklists to fs2crew so if its not in front of me... Lol
