First of all I'd like to thank you for you work. Since I've  tried FS2Crew I can't imagine flying airliner without it.

 

I'd like to know is it possible to implement so, that when the SPKR button on a radio pannel pushed sound goes both to headset and to PC speakers as it is in a real plane?

Not possible.  SDK doesn't allow me to read that button.

You can enable both 'playback devices' permanently in your sound options (OS level), but there's no toggling on/off one of them from within FSX.
