Is there a utility, nVidia or other, that will convert DDS to MIPMAP format.

Yes.. The Nvidia DDS Tool for Photoshop.. Soon as you save a DDS you have the option to generate mipmaps along with it.. Or if you don't have Photoshop use DXTBMP

DDS and mipmaps are apples and oranges, 2 different things.

 

You can't convert from one to the other.

 

Textures either are or are not DDS.

 

Textures either have or do not have mipmaps.

 

2 unrelated attributes.
