Runway effects killing fps

I just purchased the DX10 fixer a few days ago and so far I have been really satisfied. It has taken a while to tweak, but so far I'm seeing better fps and smoothness for the most part.

 

My problem (and I'm sure this has been answered but couldn't find it): 

 

Whenever I'm on a runway and dust/snow starts to kick up behind the plane, my fps will drop (around 10 fps). It will do this even when I'm in the cockpit and the effects are not in sight. Has anyone else experienced this? Is there are way to turn this off? 

 

I'm using REX 2.0 (I'm too cheap to upgrade) and Opus for weather. I'm running a 2500K @4.4 with an old GTX460.

Flying at night, dusk, or dawn in DX9 or DX10 is a fps killer.  One reason why I try to avoid nighttime flying.
