FPS set to 30 but spiking.

I will try a fresh cfg when I have time and maybe reset inspector. Unfortunately I'm tied up with work for at least another week. But from what I'm understanding here is by setting 1/2 Vsync your NI frame rate limiter will not work so you will have to disable 1/2 vsync for it to work?

No. If you have nvidia card and monitor refresh rate 60 Hertz, 1/2 vsync and internal limiter set to 30fps will give you best smoothness. http://forum.avsim.net/topic/373730-heads-up-for-nvidia-users/

 

Works only in full screen. There should be a fix for windowed, just use google if you need it.

Personally, i get more smooth and FPS wih FPS limited in Nvidia Inspector instead of FSX
