I re installed Prepar 3D full.

Just pointed REX to the directory

 

Do I need to re install REX also?

You've to start REX4, then choose your textures or a community theme, install this into P3D v2 and that's all what you need. You only have to start REX4 again when you want to change some textures.

 

The difference should be clear to be seen.

Should certain cloud files have the latest REX update date on them?

check you installog  in your rex folder  will tell you what and when the rex files were installed in your sim
