I use this entry in standard.xml for my pedals.  Index is the button number... but my pedals obviously have no buttons.

I have the solution to deleted joystick assignments that keep returning. I just started using FSUIPC to control my ch yoke and rudders. I too experienced the  dreaded return of joystick axis after I deleted them from FS9. The answer is this....Go into FS9 directory. Look for a file called Devices.cfg. Open it up and scroll down until you see CH Rudder Pedals. What I did was remove the rudder pedal information from the devices.cfg file. Now boot up FS9, delete the Rudder axis from the joystick screen. From now on when you start FS9, the axis page will be clear. I was so excited to fix this issue. Hope others can benefit from this post.
