Sometimes when requesting the FO to set <TAKEOFF FLAPS> he responds with a Flaps Movement Check.  I haven't been able to find any info on this in the manuals.  What determines if the FO performs a flaps movement check vs setting the flaps to 5?

He dose that when you have the wing and engine anti-ice selected in the briefing section.

When i tell my FO to leave the Flaps up for taxi, he/she does that.
