Yes. You can use SweetFX, Reshade or ENB.

 

A search on the Avsim forums or Google will provide you lots of info regarding the three tools I've mentioned.

Depends upon what you wish to improve; there's better, higher resolution terrain meshes, better looking landclasses, photoreal scenery (not everyone likes that), weather engines.

Or try Reshade or Sweetfx. ENB might cause some instabilities in FSX.
