January 5, 200521 yr NATO adopted a policy against using blinding lasers over 20 years ago (not to say that existing laser targeting devices can't be used for the purpose).The USSR probably constructed blinding lasers on purpose, I've seen photos of Soviet ships with devices that can be little else.I have heard that the USA is or was working on lasers to be mounted on tanks to be used as anti-tank weapons, and Germany definitely was working on a laser anti aircraft weapon.These are large chemical lasers though, powerful enough to burn through metal and knock out the target's electronics or drivetrain.
