Are you refering to this Preciption Windshield Effect lua script found in P3D V4 folder ?

Ahah I think you should not get your hopes too high. I've had a quick look at the script and it is very simple. 

It do two things when raining.

First check if you are moving or not and then loop over 15 texture frames, and plays them more or less fast depending on the speed. So it's quite simply an animation of 15 frames palyed over and other in two different situations. It can look good but nothing to really get things realistic, where water would have particles that physically interact with the 3D model :)
