you have  to  download  them  first

Peter is right, but your question is worded oddly and I wonder if you mean the OC is not recognizing that you have the QOTSII installed? This is a different problem.  Otherwise, use the OC Livery Downloader to download and install the liveries.  Also note the OC has a help button that opens a user manual for the OC.
