I am in the process of downloading 11 right now. Is the atc upgraded to support sids/stars yet? If not are there plans to?

Welcome. While ATC has improved recently, you may experience that, apart from missing SID/STAR support, it's really underwhelming overall. As you seem to be starting fresh anyways, I recommend you go ahead and skip the integrated ATC entirely and install the plug-in "124th ATC". It's free, pretty solid and complete, including SIDS and STARS.

X-Life is easy to set up and maintain, but traffic is often not accurate (like, American A320s in Europe). At least that was the case when I last tried it.

WT3.0 is a monster that potentially enables real life traffic at all airports (or as much as your system can handle). However, it's really not a beginner level plug-in in its current state and to get it up and running for larger regions can be rather complicated and exhausting. Which is not to say that it can't be configured to run perfectly configured for your needs.

My tip would be to wait for WT's next major release, which will have a lot more automation built in and will be much more user friendly. You may follow the progress here:
