I took a quick look at your settings and what jumps out at me are the following : 1.Turn water detail to the highest setting.( It uses the CPU on lower settings and GPU on max). 2.Turn Dynamic reflections to the highest setting.( It uses the CPU on lower settings and GPU on max). 3.Turn FXAA of. Try these things one by one and check the difference. I will have a better look when I am back on my pc. You can also tinker with affinity mask, although I have not had great results.
March 8, 20197 yr Running P3dV4.4 on a old overclocked Sandy Bridge 2600K from 2011 (4.8Ghz) and a GTX1060 6Gb GPU with nearly all maxed out and 30fps steady with all the ORBX stuff so there must be something very, very wrong in your setup.

My CPU speed is way lower than yours. @3.7 ghz
