You don't need FSX to run it. It's a standalone program that essentially downloads weather from the weather servers to show what the weather is at a particular location.

Jim; He might also tryhttp://adds.aviationweather.gov/metars/ as it gives the option of either "raw" as the example he listed, or"translated" for us common folk. After 2 or three times of comparing a raw/translated you're ableto decipher the raw...if you want to.
