Scenery Layers don't Save

Everyime I save my layers, when I reopen the program they revert to the order they were in prior to me saving the changes 

Set your ORBX Library insertion points. As always, Airports and regions get set below your bottom most addon airport, then LC gets set below airports and regions.

Try running the program as administrator once.

What do the layers look like right after you press "Save", before closing the app? That is the first instance where the scenery library is reloaded from disk. When the layers look OK at that point, the issue is not with saving them. 

Is "Auto-Layer" on? "Strict package law"? What assets are you trying to rearrange - scenery.cfg or add-on.xml? If it is about add-on.xml, do they even have layer tags?
